New Home Landscaping Escrow: Closing Checks

A missing HUD data plate need not stop a mortgage. Compare Fannie Mae’s rules for existing and new homes, verification options and remaining checks.
A missing HUD data plate does not automatically prevent a mortgage on an existing manufactured home. Under Fannie Mae’s rules, photographs of the exterior certification labels for every section can supply the required certification evidence. New construction requires both the labels and the interior plate. Resolving that documentation question still leaves other loan requirements to satisfy. Fannie Mae’s appraisal guidance
The interior HUD data plate and exterior certification labels record different information:
| Item | Where to look | What it records |
|---|---|---|
| HUD data plate | Inside, often in a kitchen cabinet, near the electrical panel or in a bedroom closet | Manufacturer, serial number, manufacture date, certification-label numbers and design information, including wind and roof-load zones |
| HUD certification label, or tag | Metal plate on the exterior of each transportable section | Certification that the section was manufactured to applicable federal construction and safety standards |
A double-wide has separate exterior labels for its sections. Photograph every surviving document clearly enough to read its information. HUD’s label and data-plate explanations
Fannie Mae’s relevant eligibility section is dated February 4, 2026, and remains in the Selling Guide published October 7, 2026. For an existing home, the documentation route depends on what survives:
| What remains available | Documentation route |
|---|---|
| Exterior labels for every section; interior plate missing | Photographs of the original labels |
| Interior plate; exterior labels missing | Photograph of the original data plate |
| Neither, or an incomplete set of labels with no data plate | Acceptable alternative documentation |
These options follow Fannie Mae’s existing-home appraisal requirements.
When alternative documentation is needed, Fannie Mae permits an IBTS label-verification letter containing the certification-label information or a duplicate HUD data plate. A duplicate may also be available from the manufacturer or its In-Plant Primary Inspection Agency, known as the IPIA. Fannie Mae’s eligibility requirements
New construction requires both the data plate and labels. For a home appraised before completion, the required completion certification includes photographs of both before the mortgage is sold to Fannie Mae. New manufactured-home appraisal requirements Put those records on the delivery checklist alongside other new-construction requirements and buyer questions.
The appraisal form also varies during the format transition. The legacy guide uses Form 1004C; the September 2, 2026 UAD 3.6 supplement uses the redesigned Uniform Residential Appraisal Report and preserves the same existing-versus-new documentation distinction. Fannie Mae’s UAD 3.6 supplement
These are Fannie Mae’s requirements. Before ordering documents, have the loan officer confirm your loan program, the applicable appraisal format and the exact documentation condition in your file.
The Institute for Building Technology and Safety offers both label verification and data-plate/performance verification. The services address different information:
Fannie Mae’s cited alternative-documentation provision names a label-verification letter or duplicate data plate. Have the lender confirm acceptance before ordering a substitute performance certificate for that condition. Fannie Mae’s documentation alternatives
Ask specifically which information is missing and which document will satisfy the requirement. That can help prevent paying for a design-information certificate when the outstanding condition concerns certification-label records.
Prepare a packet with the manufacturer’s name, complete serial numbers for all sections, any readable label numbers, manufacture date and home location. Include photographs rather than relying only on transcriptions, and mark unknown information clearly.
If documents are missing, HUD recommends checking previous financing paperwork for identifying information. Those records can help recover the documentation or support a historical search; their existence does not automatically clear the lender’s condition. HUD’s guidance for missing records
The serial number is also generally stamped on the frame’s front cross member for each transportable section. Ask the seller or an appropriate property professional to help locate it if necessary. Fannie Mae’s identification guidance
Send the packet to the loan officer before placing an order. Confirm whether the surviving originals suffice, whether additional identifiers are needed and who will deliver any verification to the appraiser. Keep the accepted documents with your other homebuying documents and transaction preparation materials.
Current IBTS fees and turnaround estimates could not be verified for October 23, 2026. Obtain the price for the exact product, the expected processing time and any charge for an unsuccessful search directly from IBTS’s label and data-plate department, at 866-482-8868.
Allow time for the lender to review the result after delivery. A document’s arrival and its acceptance are separate steps, so avoid making a closing commitment solely around a service estimate.
If neither acceptable original evidence nor the permitted alternative documentation can be obtained, the loan is ineligible for sale to Fannie Mae. Fannie Mae’s eligibility limit
Consider a hypothetical purchase of an existing double-wide whose interior plate disappeared during a kitchen renovation. Both exterior labels remain readable. The lender may resolve the certification condition through label photographs, without ordering another document solely because the interior plate is gone. Fannie Mae’s existing-home photo requirement
A separate title or foundation problem would still need resolution. Fannie Mae requires legal classification as real property, appropriate liens and permanent affixation; certificate-of-title procedures depend on state law. Have the closing professional or a real estate attorney address state-specific title questions. Manufactured-housing legal requirements
Property condition, appraisal and borrower underwriting still need their own review. As with the distinction between underwriting approval and clear to close, ask the loan officer to confirm that the certification condition is cleared and identify the remaining conditions before relying on a closing date.
Potentially, for an existing home under Fannie Mae’s rules. Ask the lender to confirm that readable photographs of the labels for every section satisfy the documentation condition.
No. HUD does not reissue the metal labels. IBTS may provide verification when the necessary historical records can be located.
No. Certification records do not establish acceptable title or permanent affixation, and they do not guarantee mortgage approval. Ask the loan officer which separate conditions remain.
