Check Washington reusable tenant screening acceptance before paying: verify report contents, credit-report age, delivery, fees and denial notices.
Confirm the landlord’s acceptance policy before paying for a reusable tenant screening report in Washington. State law requires landlords to disclose whether they accept qualifying reports; it does not require every landlord to accept one. A platform’s promise of portability does not establish that its report meets the statutory definition or that the property will use it. RCW 59.18.257
This guide covers Washington’s statewide requirements as of September 12, 2026. Check applicable municipal screening restrictions as well; our local housing coverage provides context for researching the property’s jurisdiction.
Start with the property’s website. A landlord maintaining a website to advertise rentals or inform current or prospective tenants must state on the property’s homepage whether it accepts comprehensive reusable tenant screening reports made available by a consumer reporting agency.
Before obtaining information about you, the landlord must also provide written or posted notice explaining:
These are the disclosure requirements in RCW 59.18.257(1)–(2). A missing statement leaves acceptance unresolved; ask the manager to clarify.
Confirm that the policy covers the specific report and delivery process you intend to use. A useful message is: “Before I purchase this report, will you accept it for this property? The reporting agency will provide access directly. Please confirm any other application documents and charges.”
Save the response, screening criteria and a dated copy of the homepage statement in your application file. For help preparing the rest of your documents, see our rental application guides. Acceptance of the report does not mean you meet the rental criteria.
Under RCW 59.18.030(4), in the version applicable on September 12, 2026, a comprehensive reusable tenant screening report must be prepared by a consumer reporting agency at the prospective tenant’s direction and expense, and made available directly to the prospective landlord without charge. It must contain all five components:
| Required component | What to verify before buying |
|---|---|
| Consumer credit report | Prepared by a consumer reporting agency within the past 30 days. |
| Criminal history | Included under the statute’s separate definition of criminal history. |
| Eviction history | Includes only records reportable under state law and lawful for landlords to consider. |
| Employment verification | Includes verification beyond an applicant entering an employer’s name. |
| Address and rental history | Both are included in the package. |
The criminal and eviction searches have separate statutory definitions, including address-history and alias requirements. Ask the provider how its package meets those definitions. Required report contents do not override restrictions on lawful screening decisions.
When evaluating a Washington portable screening report, ask which consumer reporting agency prepares it and which components the advertised product includes. This distinction matters when comparing rental and property technology: a credit score or shareable application alone does not supply the full statutory package.
The statute’s express 30-day condition applies to the consumer credit report inside the package. Check its preparation date rather than relying on an account-opening date, purchase receipt or recently generated sharing link.
In a hypothetical example, a package contains a credit report prepared 35 days earlier. A new sharing link would not make that credit report satisfy the 30-day condition. Before buying, ask whether refreshing the credit component requires another payment.
Also confirm how the agency makes the report directly available to the landlord at no charge. Do not assume that a screenshot or PDF you forward satisfies that requirement. After delivery, ask the manager to confirm receipt and access through the provider’s process.
Keep the report purchase price separate from charges imposed by the landlord.
If the landlord indicates willingness to accept a comprehensive reusable report, it may obtain its own screening report, but cannot charge you for that report. That protection appears in both the advance-disclosure and website provisions of RCW 59.18.257.
Where screening charges are permitted, the landlord may charge the costs it incurs in obtaining a report only after providing the required advance disclosures. If it conducts screening itself, charges must reflect actual background-information costs and cannot exceed customary screening-service costs in the area. The statute includes time spent calling landlords, employers and financial institutions among those costs. RCW 59.18.257(1)(b)
Before paying, request an explanation of each charge and the work it covers. If a property that accepts reusable reports still demands payment for another screening report through its portal, save the screen and ask the manager to resolve the charge.
The reusable-report provision does not establish a blanket waiver of every application or move-in charge. Nor does a different fee label establish that a charge is lawful. For a disputed charge or screening practice, consult a Washington tenant attorney or legal-aid provider.
Washington requires a written adverse-action notice stating the reasons. The statutory format covers rejection and conditional approval, including an increased deposit, a guarantor, last month’s rent or increased monthly rent. These entries describe notice categories; they do not independently authorize those conditions. RCW 59.18.257(1)(c)
If a consumer report contributed to the decision, check for the reporting agency’s name, address and telephone number. Federal requirements also include a statement that the agency did not make the decision, notice of your dispute rights, and the right to request a free report within 60 days. Additional disclosures apply if a credit score was used. These duties apply even when the report was only part of the reason. Federal notice requirements, 15 U.S.C. § 1681m(a)
Request the report promptly and identify the specific entries you dispute. Keep the notice and supporting documents together, and tell the manager if you are seeking a correction. The CFPB’s rental-application guidance, reviewed May 28, 2024, explains how to obtain the report and dispute errors.
Review the full application process as part of your landlord operations: homepage, advance notice, report delivery, payment screen and decision notice. Use the full statutory report name in the acceptance policy so applicants can distinguish it from a generic portable-report offer.
For a property that accepts reusable reports, verify that staff can receive the agency’s report, check its components and credit-report date, and obtain any additional report without passing that report’s cost to the applicant. Review adverse-action templates against the statutory format and applicable consumer-reporting disclosures.
Washington’s statewide screening statute does not require every landlord to accept one. It requires disclosure of whether the landlord accepts qualifying reports, including advance written or posted notice and a statement on the property’s homepage when the landlord maintains a covered website. RCW 59.18.257
The statutory definition requires the consumer credit report inside the package to have been prepared within the past 30 days. A new sharing link does not refresh that preparation date. Check the credit component’s date and the provider’s access terms before paying. RCW 59.18.030
If the landlord indicates willingness to accept a comprehensive reusable report, it may obtain its own report but cannot charge the applicant for that report. This does not establish a blanket waiver of every application or move-in charge; ask what each separate charge covers. RCW 59.18.257
Do not assume a forwarded PDF satisfies the statutory requirement. A qualifying report must be made available directly to the landlord by a consumer reporting agency at no charge to the landlord. Confirm the agency’s delivery method and the property’s acceptance before purchasing. RCW 59.18.030
Washington requires a written adverse-action notice explaining the reasons; conditional approval can also require a notice. If a consumer report contributed, the notice must identify the reporting agency and include applicable consumer-reporting disclosures, including dispute rights and the right to request a free report within 60 days.
