Texas Allocated Water Bill: What to Check
Check a Texas allocated water bill against your lease, the property's master bill, common-area deductions and records you can request from management.
A clearer view of housing.
Use a Texas tenant repair request notice template, choose the right recipient and delivery method, and keep a clear repair evidence log.
The delivery method for a Texas tenant repair request notice can affect whether you need to send a second notice before pursuing statutory remedies. Other requirements—including the condition, recipient, rent status, time allowed for repairs and landlord’s repair effort—still apply. The Texas State Law Library explains the notice sequence.
This template is for an initial repair request at a Texas residential rental. It is not a court petition or a notice to terminate the lease. Sending it does not authorize you to stop paying rent.
Under Section 92.052, the duty to make a diligent repair effort covers conditions that materially affect an ordinary tenant’s physical health or safety. It also covers failure to provide and maintain equipment supplying hot water at a minimum of 120°F. Texas Property Code, Section 92.052.
Sewage backups and faulty wiring are examples of potentially qualifying problems. A cosmetic complaint does not necessarily meet that threshold, although your lease may promise repairs beyond the statutory minimum. State Law Library repair guidance.
Rent status and the cause of the condition also matter:
The Texas Justice Court Training Center’s self-help packet explains these conditions and the limited circumstances in which written agreements can place repairs at the tenant’s expense. A lease clause assigning repairs to the tenant deserves careful review; do not assume it settles responsibility.
Local building and health codes may also matter. Check the applicable rule with your city’s code office; our jurisdiction-specific housing coverage provides related reporting.
Direct the notice to the person you normally pay rent to or the place where rent is normally paid. Section 92.060 also recognizes a managing agent, leasing agent or resident manager as the landlord’s agent for repair notices. Chapter 92 notice provisions.
Review the lease’s repair and notice clauses for names, addresses and delivery instructions. If you pay electronically, identify the responsible landlord or management office before choosing a mailing address.
The first notice must be written if a written lease requires it. Otherwise, an oral first notice can qualify, but writing gives you a record of the condition reported. A required second notice must be written. State Law Library notice guidance.
A portal ticket documents a report, but whether it satisfies notice requirements depends on the lease, recipient and delivery facts. A portal timestamp or email read receipt does not provide the tracked-mail exception in Section 92.056(b)(3).
To use that exception while following the property’s maintenance intake process, submit the portal request and send the same dated description through a qualifying mail service. Save both versions and cross-reference the ticket number. The delivery options below explain when a second notice is required.
Texas Property Code 92.056 and the State Law Library’s notice instructions distinguish two routes:
| First notice | Follow-up required for the notice sequence |
|---|---|
| Certified mail with return receipt requested, registered mail, or another form of mail allowing delivery tracking through USPS or a private delivery service | A second notice is not required under Section 92.056(b)(3). |
| Another permissible method, such as hand delivery or ordinary untracked mail | If unresolved after a reasonable repair period, give a second written notice and allow another reasonable repair period. |
Keep a complete copy of the notice and attachments. A shipping receipt identifies the mailing; the saved letter shows what it contained.
Seven days is presumed to be a reasonable repair period, but that presumption can be rebutted. The condition’s nature and seriousness, the receipt date, and the reasonable availability of materials, labor and utilities can support a shorter or longer period. The State Bar’s Tenants’ Rights Handbook explains why some conditions can require faster action.
For the statute’s timing and repair-effort provisions, receipt includes actual receipt by the landlord, an agent or employee, or USPS attempting delivery to the landlord. The statute does not extend that attempted-delivery wording to private carriers. Keep the full tracking history. Section 92.056(c).
Insured casualty losses have a separate rule: the repair period does not begin until the landlord receives insurance proceeds. Section 92.054 also provides separate rights when casualty damage makes the premises unusable. Casualty-loss provisions.
For immediate danger, use the appropriate emergency service and emergency-maintenance channel without waiting for mailed notice.
Replace the blanks and delete any inapplicable lines. Describe observable facts rather than diagnosing a cause you cannot verify. This general template does not establish that every lease requirement or prerequisite for a later remedy has been met.

Retain the lease and addenda, rent-payment records, exact notices and attachments, delivery records, original photos, portal exports, correspondence, inspection reports and relevant receipts. Keep copies outside the maintenance account so you have your own complete file. After each visit, record what changed and what remains unresolved.
Managers should add the original intake time, acknowledgment, access arrangements, contractor visits, parts orders, reasons for delays and completed work. These records document the response more clearly than a ticket marked “assigned.” For related guidance, see our coverage of property management responsibilities.
Our renter process guides address related lease and documentation tasks.
A valid notice alone does not establish landlord liability. The landlord must have had the required reasonable opportunity to repair and failed to make a diligent repair effort, with the other prerequisites satisfied. The State Bar handbook explains that distinction.
Termination, repair and deduct, and court relief have additional requirements. Repair and deduct is particularly restricted; this initial letter does not supply the specific notice of intended repairs needed for that option. Consult a Texas tenant lawyer or legal aid organization before choosing a remedy, and have the notice, delivery history and repair log ready for that review. State Law Library remedies guide.
If a court case becomes appropriate, the Texas Justice Court Training Center’s repair-and-remedy resources provide a separate petition and filing guidance.
No. Registered mail or another form of mail that tracks delivery through USPS or a private delivery service can also remove the second-notice requirement. If you choose certified mail, request a return receipt. The other prerequisites still apply. Texas notice guidance.
Whether a portal ticket satisfies notice requirements depends on the lease, recipient and delivery facts. Preserve the ticket, but a portal confirmation does not supply the statute’s tracked-mail exception to the second-notice requirement. Repair-request guidance, Section 92.056.
Seven days is presumed reasonable, but evidence about the condition and available materials, labor and utilities can justify a shorter or longer period. It is not an automatic right to a remedy on day eight. Tenants’ Rights Handbook.
An ignored repair request does not give you a general right to withhold rent. Repair and deduct is a separate remedy with strict eligibility and procedural requirements. State Law Library explanation.
Section 92.056 requires that rent not be delinquent when any required notice is given. You can still report the condition, but a notice sent while rent is delinquent may not satisfy the prerequisites for that section’s remedies. Court training center’s repair-and-remedy packet.
