Homebuyer Education vs. Housing Counseling

By The Housing Current Editorial TeamAugust 23, 20264 min read

Compare homebuyer education vs. housing counseling, including costs, accepted providers, certificates, and separate assistance-program eligibility.

A homebuyer education certificate does not automatically document individualized housing counseling or establish eligibility for assistance. When weighing education vs. counseling, check what each loan and assistance program requires: the service, the accepted provider, and the evidence of completion.

What education and counseling provide

Education follows a common curriculum on buying and owning a home. Counseling addresses a particular household’s finances and housing barriers. HUD’s definition of housing counseling includes intake, a financial and housing affordability analysis, an action plan for purchase counseling, and reasonable efforts to follow up when possible. That process goes beyond finishing lessons or passing a quiz. See HUD’s counseling definition.

The delivery method does not settle the distinction. HUD permits counseling by telephone or collaborative online software as well as in person. An online meeting with a counselor can therefore be counseling; a self-paced online course alone does not establish that the counseling process occurred.

What you compare Homebuyer education Individualized housing counseling
Main purpose Learn the purchase process and ownership responsibilities Address your financial circumstances and housing barriers
Participation Follow a curriculum, potentially at your own pace Work with a counselor on your situation and next steps
Cost Some courses, including HomeView, are free Fees depend on the agency; HUD rules include protections for people unable to pay
What to confirm Accepted course and completion certificate Accepted agency, required counseling, and completion documentation

For example, Fannie Mae’s HomeView is a free online education course. Its seven modules can be paused and resumed; completing the course and scoring at least 80% on the assessment earns a certificate. Fannie Mae described those features in its January 12, 2022 launch announcement.

HUD participating agencies may charge reasonable, customary fees, but must disclose them beforehand and provide counseling without charge to people who cannot afford the fees. Ask what the complete service costs, including any credit-report charge, before booking. These protections appear in HUD’s fee rules.

When counseling can satisfy an education requirement

Fannie Mae provides a specific example. Its August 5, 2026 Selling Guide, section B2-2-06, allows counseling completed before closing to satisfy its education requirement when a HUD-approved agency provides it to HUD standards. The lender must keep a completion certificate in the loan file.

For education alone, the same guide permits a qualified third-party provider independent of the lender. The lender must verify that the curriculum aligns with National Industry Standards for Homeownership Education and Counseling or HUD standards.

This substitution applies to Fannie Mae’s requirement. Obtain separate confirmation for any assistance program. When reviewing housing program requirements, ask whether one service can fulfill both sets of rules.

If you need a broad introduction and your program accepts the course, education may be sufficient. If you need help working through debt payments, savings, or an affordable purchase budget, consider individualized counseling even when only education is required.

Why an accepted course may leave requirements unmet

CalHFA illustrates why homebuyer course acceptance needs a separate check. Its Conventional Loan Programs Handbook, revised June 2026, requires education and counseling for one occupying first-time homebuyer. It lists online education through eHome, or live education in person or virtually through NeighborWorks America or a HUD-approved housing counseling agency. Certificates are valid for one year. Individual products can require more: Dream For All Conventional and UC Conventional each require one borrower to complete the corresponding shared-appreciation education course. See printed page 2 of the same handbook.

HomeView’s acceptance for a mortgage education requirement does not establish that it meets the CalHFA handbook’s specified routes. Nor does completing an accepted service establish full eligibility: the same handbook separately requires borrowers to meet credit, income, property, borrower, and loan requirements. A certificate documents one completed step; it is not an assistance award.

For other down payment assistance education requirements, request the particular program’s written rules. Voucher buyers should also verify the participating housing agency before selecting a course.

Provider approval and a buyer’s certificate prove different things

HUD approval concerns the agency. HUD counselor certification concerns the professional: the counselor has passed HUD’s examination and works for a participating agency. These credentials are distinct from a buyer’s completion record. HUD’s definitions explain the difference.

If someone requests a “HUD housing counseling certificate,” clarify whose credential they mean and what service the buyer must document. Ask for the required document’s name or an accepted example.

Also check that any named form is still applicable. Fannie Mae retired its Certificate of Completion of Housing Counseling, Form 1017, in its June 5, 2024 announcement. The announcement retained the requirement for the lender to keep a completion certificate. An archived Form 1017 should not be treated as the required Fannie Mae form for an August 2026 transaction.

What to confirm before enrolling

Send the proposed provider and course name to both the lender and assistance administrator. Request written confirmation of:

  • The service: Is education, individualized counseling, or both required? Does the package include every required session?
  • The provider and format: Is this specific organization accepted, and is self-paced, live virtual, telephone, or classroom delivery permitted?
  • Participants and timing: Which borrowers must participate? What is the completion deadline, and how recent must the certificate be?
  • Completion evidence: What certificate or other record is required, what must it show, and who receives it?
  • Remaining conditions: What eligibility checks, funding decisions, occupancy conditions, or repayment obligations remain after completion?

Confirm appointment availability and certificate turnaround before relying on a closing schedule. If you already completed a course, send the existing certificate for review before paying to repeat it.

Keep the written acceptance confirmations with your other records as you prepare for a home purchase. If the loan product or assistance program changes, ask the new decision-maker to review the certificate again.

Frequently asked questions

Does HomeView count as housing counseling?

HomeView is an education course, so its certificate alone does not document individualized housing counseling. Ask the program whether counseling and separate completion evidence are required. Fannie Mae’s HomeView announcement distinguishes the course from access to housing counselors.

Can housing counseling replace homebuyer education?

For Fannie Mae’s requirement, counseling from a HUD-approved agency can substitute when provided to HUD standards and completed before closing. The lender must retain a completion certificate. Ask the assistance administrator to confirm separately whether its program accepts that substitution. See Fannie Mae’s August 2026 Selling Guide.

Does a homebuyer education certificate expire?

Ask the lender and assistance administrator which validity period they apply. CalHFA’s June 2026 conventional handbook, for example, makes certificates valid for one year.

What is a HUD housing counseling certificate?

Clarify whether the request means the buyer’s counseling completion record or the professional’s HUD certification. Under HUD’s definitions, a certified counselor has passed HUD’s examination and works for a participating agency; that credential is separate from the buyer’s completed service.
